WHAT IS DVS LONDON?
DVS London is a safety legislation that mandates all heavy goods vehicles (HGVs) over 12 tonnes to have a valid permit to travel through Greater London. This regulation is being promoted by Transport for London (TfL). It aims to reduce the number of road related fatalities by ensuring drivers of large vehicles have as much direct and indirect vision around the vehicle, and on the road.

DVS LONDON ENFORCEMENT AREAS
The DVS London regulations apply, primarily covering the same region as the Low Emission Zone (LEZ).
This includes most areas within the M25 and all major A-roads leading into central London. The DVS London scheme is in force 24/7; any HGV over 12 tonnes must meet the regulations at all times, whether registered in the UK or abroad. Vehicles that fail to meet DVS London requirements and enter the enforcement zone without a valid permit will be fined.
The enforcement is carried out using Automatic Number Plate Recognition (ANPR) cameras, which detect vehicles and cross-check them against TfL’s permit database. The penalty is £550 a day per vehicle, emphasising the importance of compliance.


The Transition from DVS Safe System to Progressive Safe System (PSS)
In October 2024, the requirements for DVS London became more stringent with the introduction of the Progressive Safe System (PSS). This system represents a significant upgrade from the previous “Safe System,” which at the time, was considered an advanced safety equipment, given the technology and costs involved. The PSS mandates the integration of advanced safety technologies that go beyond simple obstacle detection. These upgrades are crucial for vehicles that do not meet the new three-star minimum DVS rating, ensuring they can continue to legally operate within Greater London.
The PSS is a vehicle safety equipment upgrade, in the required safety measures for HGVs. It incorporates advanced features like Blind Spot Information System (BSIS) and Moving Off Information System (MOIS).
The BSIS & MOIS are required to identify between stationary and moving objects, eliminate false detection alerts for the driver, and to reduce sensory overload. Additionally, the PSS is equipped with both an audio and visual warning system to alert the driver of potential hazards, helping to prevent accidents in real-time. These advancements are essential for maintaining compliance under the new DVS London standards and reflect TfL’s commitment to improving road safety across Greater London.

New London DVS star rating for HGVs over 12T
Here’s what you need to know regarding permit durations and the new London DVS star rating for HGVs over 12T:
0, 1 & 2 Star Ratings (applied from 24th June 2024):
Permits will last until 28th October 2030, with mandatory PSS compliance.
3, 4 & 5 Star Ratings:
Permits will be valid until 28th October 2030.
Non-UK and Left-Hand Drive Vehicles
DVS London applies to all HGVs over 12 tonnes, regardless of whether vehicles are registered outside the UK. If you operate a non-UK 12T HGV within Greater London, you must also apply for a DVS London Safety Permit. The process is similar to that for UK vehicles and will need to go through the same safety permit application procedure.
Special attention must be given to the placement of mirrors, cameras, and PSS to mitigate blind spots on the right-hand side of the vehicle. Additionally, audible warnings for right-turn manoeuvres should be installed to enhance safety and compliance.
