Direct Vision Standard (DVS) 2024 Changes
TfL's Direct Vision Standard is changing from 28th October 2024. Make sure your fleet is prepared for Direct Vision Standard (DVS) Phase 2.
Transport for London has confirmed changes to their Direct Vision Standard which will be introduced from 28th October 2024 as Direct Vision Standard (DVS) Phase 2. This is part of the Mayor of London's Vision Zero initiative to eradicate deaths and serious injuries from London's roads.
Among the changes are an increase in the DVS star rating threshold, from 1 to 3 stars, at which all HGVs over 12T in gross weight will need to install a new Progressive Safe System (PSS), and lastly changes to permits meaning that some operators will need to re-apply for their DVS safety permit. Is Your DVS Permit Still Valid?
Some fleet operators will have to re-apply for their DVS permit under Phase 2 of the new legislation.
Current permit holders with their HGVs over 12T rated below 3 stars on the DVS star rating system will need to re-apply for a DVS safety permit by midnight on 27th October 2024* as their current permit will expire. Permit holders with vehicles rated 3 stars or above won’t need to re-apply for a DVS permit until 28th October 2030. Fleet Managers can check their vehicle's star rating and apply for a DVS permit through TfL's Direct Vision Standard portal.
*Please note: The application process for the new DVS Safety Permit will not start until 24th June 2024.

What is the Progressive Safe System?
In addition to applying for a new permit by 28th October 2024, operators of HGVs rated below 3 stars must ensure their vehicles fully comply with the new Progressive Safe System (PSS) conditions from 28th October 2024 onwards. A grace period will be introduced which means as long as operators have a PSS ordered or installation booked, and registered with Transport for London (TfL) by 28th October 2024, they will have until 31st January 2025 to get the system installed. Fines will not be issued to operators who have taken the action until after the Grace Period has ended.
The new Progressive Safe System is a more advanced version of the original Safe System. With both active Blind Spot Information System (BSIS) and Moving Off Information System (MOIS) in place to only detect pedestrians and cyclists on the nearside and at the front of the vehicle. Along with a camera monitoring system to completely eliminate blind spots on the near side of HGVs by providing indirect vision where direct vision is currently lacking.

September - December 2023
Between September and December 2023, fleet operators should check the new DVS legislation, ensuring they are up to speed with the requirements that will be implemented from October 2024.
During this time, operators can check their DVS star rating to find out whether their vehicle needs to meet the Progressive Safe System requirements. Remember, if your vehicle is rated 0, 1 or 2 stars, you will need to have a Progressive Safe System ordered and registered with TfL by 28th October 2024, in order to be eligible for the Grace Period.
January - March 2024
From January to March 2024, operators of vehicles rated below 3 stars should begin to pre-order their Progressive Safe System kits and arrange the installation. Durite not only supplies the best-in-class DVS systems for HGVs, we also offer nationwide UK installation through approved installers.

From April 2024
From April 2024, operators can begin to install their new Progressive Safe Systems. A more advanced version of the original DVS Safe System, the Progressive Safe System (PSS) includes the following features that enable vehicles rated below 3 stars to comply with Phase 2 of TfL's Direct Vision Standard:
> A camera monitoring system that completely eliminates blind spot down the nearside of the vehicle
> Class V and VI mirrors and/or CMS that meets R46
> Active Blind Spot Sensors (Blind Spot Information System, BSIS) only detect pedestrians and cyclists down the nearside of your vehicles. It must not activate in relation to roadside furniture or stationary vehicles.
> Active Moving Off Sensors (Moving Off Information System, MOIS) only detect pedestrians and cyclists at the front of the vehicle.
> Side under-run protectors for both sides of the vehicle
> An audible warning system for when the vehicle is turning left
> Visual warning signage for the vehicle
From June 2024
From 24th June 2024, operators can start to apply for their new DVS safety permit if required.
If your vehicle is rated 0, 1 or 2 stars on the DVS star rating system you will need to apply for a new DVS permit by 28th October 2024. Existing permits for these vehicles will expire at midnight on 27th October 2024.
If your vehicle is rated 3 stars or above, your permit will be valid until 28th October 2030.
