The Direct Vision Standard
October 2020 saw the introduction of the Direct Vision Standard (DVS), which became enforceable from March the following year. The DVS zone is effectively the same as the Low Emission Zone (LEZ), covering central London and also the majority of Greater London. Also like the LEZ and the Ultra Low Emission Zone (ULEZ), the DVS is in operation 24 hours a day, 7 days a week. Every HGV over 12 tonnes gross vehicle weight needs a DVS safety permit to travel in the DVS zone, whether the operator is from the UK or abroad.
Entering 2024 we welcome the enhancement of the Safe System, the retrofitted vehicle safety measures designed to reduce risks and prevent accidents, allowing advancement in technology and safety equipment to be applied to what we now call the Progressive Safe System (PSS). The date is set for the updates to take effect from 28th October 2024, meaning that operators with HGVs travelling in the DVS zone, that have a star rating of 0, 1 or 2, will need to take action.

The DVS zone includes the majority of the area within the M25, with every A-road leading into central London under enforcement.
Progressive Safe System
According to Transport for London (TfL) data, in the first year after the introduction of the DVS zone, the overall number of serious injuries involving HGVs reduced by 64 percent. The aim of introducing the PSS in DVS Phase 2 is to further lower the number of injuries by completely eliminating all blind spots down the left hand side and front of the vehicle, where most accidents occur in the busy streets of London. This is achieved by reducing false detections with the help of active detection, meaning the sensor system only picks up and detects moving objects such as Vulnerable Road Users (VRUs).
By installing a Safe System which uses the most up to date technology on your HGVs, such as Durite’s DVS Progressive Safe System, you will ensure that your fleet is compliant within the DVS zone. Non-compliance is enforceable with a penalty charge notice issuing a fine of up to £550 per day, and permits that have been granted can be revoked if a vehicle is later found to breach the terms. It does not cost anything to apply for a permit, therefore the best course of action is to speak to an expert today to ensure that your vehicles conform to the latest DVS standards.
