DVS Progressive Safe System (PSS)
The Durite Smart AI PSS meets the DVS requirements set out by Transport for London (TfL).
From 28th October 2024, all 0-2 DVS star rated HGVs over 12T travelling through Greater London will need to install a Progressive Safe System (PSS) before applying for their DVS Safety Permit.
Durite are leaders in vehicle safety and a FORS Associate. Using our expertise in Safety compliance and regulations, we have developed a range of All-in-One Safety systems to comply, record, and or live stream with DVS.
This kit is built to the highest standard. It uses smart AI technology to effectively distinguish between stationary and moving objects, and only alerts the driver when Vulnerable Road Users (VRUs) such as pedestrians, cyclists, and motorcyclists are being detected.
This system is type approved, comes with an extended 2-year warranty and installation services are available nationwide.
The Durite Progressive Safe System includes:
- Active AI Blind Spot Information System (BSIS) and Camera System that completely eliminates the nearside blind spot
- Active AI Moving Off Information System (MOIS)
- 7" High Definition Monitor
- Visual and audio driver warning
- Left turn pedestrians and cyclists audio warning
- Blind spot warning sign

About the Direct Vision Standard and DVS Progressive Safe System
What is the Progressive Safe System (PSS) requirement?
From 28th October 2024, all 0-2 DVS star rated HGVs over 12T travelling through Great London will need to install a Progressive Safe System (PSS) before applying for a DVS Safety Permit. The PSS is consisted of:
1. Camera Monitoring System (CMS) that completely eliminates the nearside blind spot
2. Blind Spot Information System (BSIS)
3. Moving Off Information System (MOIS)
4. Left turn speaker
5. Class V & VI mirrors and/or CMS that meets R46
6. Blind spot warning sign
7. Sideguards
What is an active Progressive System (PSS)?
The PSS needs to be an active system, meaning it must not activate in relation to roadside furniture or stationary vehicles, and only alerts the driver when moving objects e.g. Vulnerable Road Users (VRU) are detected.
Is there a Guidance & Specs for DVS Phase 2 and PSS?
All can be found on the TfL website.
Can you get a R151 or R159 approved system?
R151 and R159 are vehicle type approvals. You can get systems that meet the requirements of these standard, however, only the vehicle will officially be approved to these standards.
Does my current Safe System comply with the new requirement? Do I need to remove my Safe System?
It is unlikely that your Safe System fitted for DVS Phase 1 fully meets the requirements DVS Phase 2 as the new side sensors must not react to street furniture & stationary vehicles. You will also need to add a MOIS to your vehicle.
Can I install a PSS compliant kit and apply for my Safety Permit now?
Yes, you can but you will be applying to a DVS Phase 1 Safety Permit, valid until 27th October 2024. You will need to do another application for DVS Phase 2 before 28th October 2024.
Why is my Safety Permit “valid until 25th October” on paper?
Originally, valid until 25/10/24, now all extended by TfL until the new date of 27/10/24.
What is Direct Vision Standard (DVS)?
The Direct Vision Standard is a new safety legislation from Transport for London. Its aim is to reduce the fatality and accident rates for pedestrians & cyclists caused by HGVs. Since 1st March 2021, HGVs over 12T need a Safety Permit to enter Greater London.
How does DVS work?
Direct Vision Standard (DVS) measures a driver’s vision through the windows of an HGV Cab. A star rating system from zero (limited vision) to five (increased vision) is used to indicate the level of risk to people walking and cycling near the vehicle.
What supporting documents will I need to submit during the Safety Permit application process?
You will need to provide photographic evidence, similar to DVS Phase 1. A Sensor Functionality Statement that states “the blind spot and moving off information systems fitted to this vehicle are fully functional, effective and installed in compliance with the PSS technical specifications” should also be provided by the fitter or vehicle manufacturer .
