DVS Permit Applications for Fleet & Transport Managers

With the Direct Vision Standard (DVS) now in force, transport managers are responsible for ensuring that all HGVs in their fleet travelling into Greater London weighing more than 12T has a DVS Permit. Starting from 28th October 2024, the minimum requirement to obtain a DVS Permit, without fitting a Safety System, is increasing from a one-star to a three-star rating. Any permits for vehicles with a zero, one or two-star rating will expire at midnight on 27th October, meaning fleet managers must ensure their vehicles meet the new safety standard before then.

We urge transport managers to take the following steps to prepare for the upcoming DVS changes: 

1. Check the star rating of all your vehicles affected by the Direct Vision Standard on the TFL website, or email your vehicle registration to [email protected]

2. If any vehicle's star rating is below the three-star minimum standard, a Progressive Safe System (PSS) must be installed before applying for a DVS permit.

3. Start applying for a new DVS permit for these vehicles from 24th June.

Changes to Vehicle Star Ratings

The Direct Vision Standard rates HGVs from one to five stars based on the driver's direct vision from inside the cab. Vehicles that do not meet the minimum safety standards will no longer be eligible to travel through Greater London unless they have a compliant DVS Progressive Safe System (PSS) installed. This system includes additional devices, such as active sensors and camera monitoring systems (CMS), designed to increase the vehicle's safety standard and eliminate blind spots. In order to apply for a new DVS permit, fleet managers will need to provide photographic evidence that their vehicles have been fitted with a PSS. Applications can take up to 10 working days to be approved, meaning that fleet managers should apply before the 28th October 2024 deadline.

Ensure Your Fleet Meets DVS Requirements Now

TfL will be carrying out random spot checks throughout Greater London, to ensure all applicable vehicles meet the safety requirement.
