London is the first city in the world to enforce road safety legislation, the Direct Vision Standard (DVS) on Heavy Goods Vehicles (HGVs). All HGVs over 12T need to obtain a DVS Safety Permit before entering and operating in the Greater London area.

For DVS Phase 1, HGVs with a zero-star rating need a DVS Safe System fitted to apply for their DVS Safety Permit.

From 28th October 2024, all 0-2 DVS star rated HGVs over 12T travelling through Greater London will need to install a Progressive Safe System (PSS) before applying for their DVS Safety Permit.

About the Direct Vision Standard and DVS Safe System

What is the Safe System requirement?
As part of the Direct Vision Standard, HGVs must have implemented Safe System measures which reduce risks to cyclists and pedestrians. The DVS Phase 1 Safe System requirement includes: Blind spot elimination and minimisation products such as a fully operational camera monitoring system, Class V and VI mirrors, side under-run protection, a sensor system with driver alerts, audible left turn warning and external blind spot stickers.

What is Direct Vision Standard (DVS)?
The Direct Vision Standard is a new safety legislation from Transport for London. Its aim is to reduce the fatality and accident rates for pedestrians & cyclists caused by HGVs. Since 1st March 2021, HGVs over 12T need a Safety Permit to enter Greater London.

How does DVS work?
Direct Vision Standard (DVS) measures a driver’s vision through the windows of an HGV Cab. A star rating system from zero (limited vision) to five (increased vision) is used to indicate the level of risk to people walking and cycling near the vehicle.

What are the conditions to get a permit?
One to Five star-rated vehicles will be granted permits. Zero star-rated vehicles will need an approved Safe System to be fitted to obtain a permit.

How do I know the rating of my vehicle? If my vehicle has zero star, what is a Safe System and how do I get one fitted to my vehicle?
To know your vehicle’s rating, contact your manufacturer with your chassis number. A Safe System is a series of safety measures retrofitted to a vehicle. Aside from Class V & VI mirrors and side guard, it also includes near side camera, sensors, left turn speaker and warning sign.
