What is DVS? When does it come into effect?
The Direct Vision Standard is a new safety legislation from Transport for London (TfL).Due to the global pandemic, the DVS enforcement date has officially been pushed back from 26th October 2020 to 1st March 2021. This new safety legislation requires HGVs over 12T to acquire a Safety Permit to enter and operate inside Greater London. The aim of this newly established law is to reassure the safety of all road users inside City of London, especially the vulnerable road users e.g. the pedestrians and cyclists by 2041.
Direct Vision Standard (DVS) measures a driver’s vision through the windows of an HGV Cab from zero (limited vision) to five (increased vision).+ Zero star vehicles with an approved Safe System will be granted a permit until 2024.+ One and two star-rated vehicles will be granted permits until 2024.+ Three, four and five star-rated vehicles will be granted a 10-year permit.
What if I don't have a Safety Permit?
From 1st March 2021, all HGVs over 12T will need a DVS Safety Permit to operate in Greater London. HGVs without a Safety Permit will be fined up to £550 per day.
TfL will have the right to suspend or even dismiss a permit that has previously been granted to a vehicle if found to be in breach of the permit terms.
How to qualify for a Safety Permit?
The fundamental requirement to qualify for a Safety Permit is to have a Good Direct Vision from inside the cab of the vehicle; pedestrians and cyclists warning, and safeguarding system fitted around the vehicle.
A Good Direct Vision simply means how much and far you can see from the in-cab driver seat without the help of mirrors and cameras but to look out directly from the windscreen and windows.
Pedestrians and cyclists warning system warns the road users e.g. the pedestrians and cyclists while an HGV has indicated and turning left and at the same time alerts the driver with the proximity of the objects that are around the vehicle, so the driver is completely aware of its surrounding.
Last but not least, a safeguarding system prevents under-run collisions with pedestrians and cyclists that are close by the vehicle.
HGVs with limited Good Direct Vision will require to have a Safe System in place to provide Indirect vision where Direct Vision is insufficient.
